Malaysia recently hosted a groundbreaking educational initiative that brought together 500 students from across Southeast Asia, demonstrating the power of cross-border academic collaboration. The ASEAN Student Mobility Programme, featured prominently at the ASEAN Education Forum 2025, showcased how regional partnerships can transform higher education and foster innovation among the next generation of leaders.

Taking place over two transformative days in Subang Jaya, the ASEAN Education Forum 2025 (AEF 2025) served as the backdrop for an ambitious 14-day programme that connected students from eleven countries. Moreover, this collaborative effort, organised alongside Universiti Utara Malaysia (UUM), created unprecedented opportunities for academic exchange across Malaysia, Brunei Darussalam, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand, Vietnam, and Timor-Leste.

Dynamic Learning Through Cross-Border Academic Experiences

Participants immersed themselves in a diverse array of educational activities designed to challenge conventional thinking. The programme featured several key components:

  • The competitive ‘Young Speaker’ competition, encouraging public discourse skills
  • Innovation project challenges that pushed creative boundaries
  • Academic visits to Malaysia’s premier higher education institutions

Unlike traditional exchange programmes, this initiative specifically targeted critical and innovative thinking development. Furthermore, it established lasting connections among ASEAN students while exposing them to different educational methodologies and cultural perspectives.

Ministerial Vision for Regional Integration

During his opening address, Minister of Higher Education Dato’ Seri Dr Zambry Abd Kadir articulated the programme’s broader significance for Southeast Asian development. His remarks highlighted the strategic importance of educational mobility:

“This programme not only promotes knowledge and cultural exchange, but also empowers universities to serve as catalyst for innovation and social and economic development within ASEAN.”

This ministerial endorsement underscores how student exchange programmes contribute to regional economic growth and social cohesion beyond mere academic benefits.

Formalising Academic Partnerships Through Strategic Agreements

The forum witnessed significant institutional commitment through the signing of more than 20 Memoranda of Understanding among ASEAN universities. These agreements specifically target enhanced academic collaboration and cross-border research facilitation, creating structured pathways for future educational partnerships.

Additionally, Universiti Kebangsaan Malaysia (UKM) chaired a crucial roundtable session examining higher education’s future in our increasingly digital and globalised world. This discussion brought together academic leaders to address emerging challenges and opportunities facing ASEAN higher education institutions.

High-Level Participation Demonstrates Commitment

The event attracted distinguished participants, including Prof. Datuk Dr. Azlinda Azman, Director-General of Higher Education, and Mr. Novie Tajuddin, CEO of Education Malaysia Global Services (EMGS). Notably, UUM’s leadership was represented by Vice-Chancellor Prof. Dato’ Dr. Mohd Foad Sakdan and Deputy Vice-Chancellor Prof. Dr Mohd Azizuddin Mohd Sani, demonstrating institutional commitment at the highest levels.

Impressive Scale Reflects Growing Regional Interest

The forum’s scope was remarkable, featuring more than 90 exhibitors from ASEAN Higher Education Institutions and attracting over 5,000 visitors. This diverse attendance included academics, policymakers, and industry experts, illustrating the multifaceted nature of modern educational collaboration and Malaysia’s emerging role as a regional education hub.

Building Tomorrow’s Educational Excellence

The ASEAN Student Mobility Programme represents more than a temporary exchange initiative—it embodies a long-term vision for educational excellence across Southeast Asia.
