When administrators and security officials gathered at Can Tho University’s Administrative Building on July 24th, 2025, we witnessed more than just a routine conference. We saw the culmination of a groundbreaking partnership that has transformed campus safety across the Mekong Delta region.
The Student Affairs Office at Can Tho University, collaborating with the Staff Office of Can Tho City Police, organized what would become a landmark assessment of their pioneering security model.
Can Tho University Reviews 5-Year Implementation of “Safe and Secure Dormitory” Model
Catalyst
The journey began in 2020 when Can Tho University recognized an urgent need to revolutionize campus security. Colonel Dr. Nguyen Van Thang, Deputy Director of Can Tho City Police, attended alongside representatives from various functional units. Meanwhile, Associate Professor Dr. Nguyen Hieu Trung, Vice Rector of Can Tho University, represented the academic leadership with other relevant department heads.
This conference emerged from a critical necessity: evaluating the results of implementing the “Safe and Secure Dormitory” model during 2020-2025. The initiative aimed to acknowledge efforts by collectives and individuals in coordinating security and order maintenance in residential areas. Simultaneously, it sought to propose solutions for enhancing management effectiveness while building a healthy, safe, and civilized living environment for students.
Rising Action
As the program unfolded, Can Tho University and Can Tho City Police presented commendations to outstanding collectives and individuals who demonstrated exceptional achievements during model implementation and maintenance. These efforts contributed significantly to building Can Tho University’s image as increasingly civilized, modern, friendly, and secure for learners.
The delegates reflected on the collaborative process between both parties, sharing insights and outlining development directions for the model moving forward. During the conference framework, Student Affairs Office representatives delivered a comprehensive report summarizing five years of implementing the “Safe and Secure Dormitory” model.
The results spoke volumes about this transformative partnership.
The detailed achievements included four major breakthroughs:
- Security and order situations in dormitories were maintained effectively, with legal violations and social evils detected and handled promptly
- Propaganda work received proper attention and delivered positive results, continuously raising student awareness
- Resources were utilized efficiently in building comprehensively safe dormitories, becoming increasingly consolidated and developed
- Various sectors including fire prevention, food safety, epidemic safety, environmental hygiene, landscaping, cultural activities, arts, and sports were all ensured safely
However, the report also identified certain difficulties and obstacles during implementation, proposing solutions to maintain and develop the model going forward.
Turning Point
Speaking at the conference, Associate Professor Dr. Nguyen Hieu Trung acknowledged and praised the efforts of units implementing the “Safe and Secure Dormitory” model throughout the past five years. The model not only contributed to building a safe, healthy, and friendly living environment for students but also demonstrated close coordination between Can Tho University and functional agencies in ensuring internal security and order.
The Vice Rector emphasized that as Can Tho University transforms its organizational model and management system, maintaining a safe learning and living environment for students extends beyond the university campus to include cyberspace. Particularly, in the era of strong digital transformation, Can Tho University focuses on enhancing digital capacity for students, updating skills and awareness about cybersecurity, and preventing risks from practical issues.
Consequently, they plan to expand the model through coordination with training areas under Can Tho University, aiming to build a modern, smart, safe, and reliable university for learners.
Resolution
Colonel Dr. Nguyen Van Thang highly praised the effective coordination between Can Tho University and functional units in building and implementing the “Safe and Secure Dormitory” model. This represents one of the exemplary models contributing practically to the “Whole People Protecting National Security” movement.
Launched in 2020, the “Safe and Secure Dormitory” model was implemented timely, creating a safe and stable learning and living environment for students.
Through five years of implementation, the model achieved numerous positive results. Based on practical effectiveness at Can Tho University, the model has been replicated at many other training institutions throughout Can Tho City, becoming a bright spot in collaborative school security maintenance work.
The Deputy Director of Can Tho City Police also confirmed that organizing this summary conference provided an opportunity to objectively and comprehensively evaluate achieved results while gathering feedback for adjusting, innovating, and developing the model in subsequent phases.
The conference proceeded in an enthusiastic atmosphere, demonstrating high determination among all related units to continue maintaining, expanding, and enhancing model effectiveness going forward. Can Tho University commits to promoting its role and applying technology in management and supervision to ensure absolute security and order safety in dormitory areas.
