Kailangang magpatupad tayo ng programang nagbibigay halaga sa mga lingkod bayan ng pamahalaan. Hindi laming puro trabaho dahil may paraan upang pataasin ang motivasyon at morale ng mga kawani,” Atty. Pangulayan said.
